The Hamilton Consulting Group provides administrative and government relations services for the Alliance of Health Insurers.


R.J. Pirlot has over twenty years of experience in government and regulatory affairs, including nearly four years with the Public Service Commission of Wisconsin, where he was responsible for the day-to-day management of the 140-employee agency and functioned as the chairperson’s principal advisor. He also served for over eight years as Director of Legislative Relations for Wisconsin Manufacturers & Commerce (WMC), the largest representative of Wisconsin businesses. While there he represented the business community on health care, transportation, energy and telecommunications policy. Before joining WMC in 2003, R.J. worked as a lobbyist for the Wisconsin Medical Society. He has also worked as policy director and legal counsel for the Office of the Wisconsin Assembly Speaker, under Republican Scott Jensen, where he oversaw policy research and development, parliamentary law and procedure, and served as one of Speaker Jensen’s principal advisors. R.J. received his law degree from the University of Wisconsin in 1994.

Rebecca Hogan has been developing and advancing policies and related political strategies for Wisconsin policymakers and businesses for 15 years. She joined Hamilton Consulting in 2013 after serving as the Director of Health and Human Resources Policy at Wisconsin Manufacturers and Commerce. Prior to joining WMC, Rebecca spent eight years in the Wisconsin State Senate working for a number of senators, including the current co-chair of the Joint Committee on Finance, Alberta Darling, and vice co-chair, Luther Olsen. Rebecca has also served as the Deputy Director for the Committee to Elect a Republican Senate, where she conducted all administrative and financial management and fundraising activities, and was the Regional Coordinator for the Gov. Thompson Committee. Rounding out her background in state government, Rebecca served as a research and policy advisor at the Wisconsin Department of Financial Institutions in the Office of the Secretary. Rebecca holds a Bachelor’s degree from UW-Madison in Political Science and International Relations.
